Obligations in the past (47): PERMISSION Be (WAS / WERE) ALLOWED TO + INFINITIVE – COULD + INFINITIVE). OBLIGATION: use HAD TO INFINITIVE to talk about things that were necessary to do. Use DIDN’T HAVE TO INFINITIVE to talk about things that were not necessary to do
